The Party Wall Changes Everything
Most of Brooklyn's residential stock is attached: brownstones, brick row houses and attached two-family and three-family buildings, sharing structural party walls with the buildings on either side. When one of them burns, the fire is only half the problem.
Full demolition of an attached building means exposing party walls that are carrying your neighbours' floors and roofs. Those walls have to be protected, frequently weatherproofed and sometimes underpinned, and adjacent owners must be notified before the Department of Buildings will process the filing. Access agreements are often needed, negotiated with owners who have no deadline of their own. The stock is old: most of the row house belt was built between the 1870s and the 1930s in load-bearing brick, on lots commonly 18 to 25 feet wide. Transfer taxes apply as everywhere in the city — 1% of the price at $500,000 or less and 1.425% above it, plus the state rate of $2 per $500. The city tax return is due within 30 days of transfer and the tax applies to any sale where consideration exceeds $25,000. The threshold effect is sharp: a $500,000 sale carries $5,000 in city transfer tax and a $500,001 sale carries $7,125. Above the threshold that is roughly 1.825% off the top, and almost every Brooklyn row house sale sits above it.
Brooklyn's older row houses are load-bearing masonry with wood joists. An interior fire frequently burns out finishes, joists and roof while leaving the brick party walls and front and rear facades sound. Because clearing the building is so difficult, a standing masonry shell is worth more here than the same shell would be almost anywhere else — it is not merely cheaper to build within, it avoids a demolition that may not be practical at all.
The practical consequence is that the structural assessment matters more in Brooklyn than the extent of the fire. Whether the masonry survived is the question, and it is worth an independent engineer's answer before you entertain offers.

The Order and the Paperwork
The Department of Buildings permits Brooklyn exactly as it permits every other borough, and deeds record through ACRIS. What varies is what the city already has on file for your address. A vacate order, an engineer's report, or an open violation each changes the price a buyer will offer, because each represents work either already done or still to come.
A full demolition filing also requires an asbestos investigation with an ACP-5 or ACP-7 lodged with the Department of Environmental Protection, written confirmation that gas, electric and steam have been disconnected, a sidewalk protection plan, and notification to adjacent owners. Landmark designation is also more common in Brooklyn than most owners realise. Where a building sits in a historic district, Landmarks Preservation Commission approval is required before the Department of Buildings will process a demolition filing at all.
